A great deal of money is needed to continue to offer the facilities and services needed by the residents and businesses of Rotterdam. The Municipal Tax Service of the municipality of Rotterdam levies the taxes. The municipality is clear: in return for paying your taxes, you receive a great deal. If you don't pay, you will be fined.
In Rotterdam, you also have to pay dog tax.

Bijl devised a playful campaign to increase awareness of the dog tax, with the goal being to have dog owners spontaneously register their pets and demonstrate to non-dog-owners that those who fail to clean up after their pet are made to pay. In total, over 600 dog owners more than normal registered their dogs within two weeks of the campaign's launch.
