A young municipality, Leidschendam-Voorburg was established on 1 January 2002 with the merger of the municipalities of Voorburg and Leidschendam. With a population of around 74,000, Leidschendam-Voorburg is a key regional player that strives to maintain a balance between the built-up environment and green spaces, between city and country and between modern and historical. This municipality on the Vliet canal is just a stone's throw away from the centre of The Hague, close to the dunes and beyond them the North Sea. The green heart of the Randstad region is not far away either. The municipality also offers a complete range of amenities and is - due to its location along the A4 and A12 motorways - highly accessible.

Bijl saw to the production of the Citizens' Annual Report for 2005, 2006 and 2007 for the municipality of Leidschendam-Voorburg. Bijl also produced a Flash animation for the Citizens' Annual Report for 2005.
